Jack Coley

is CEO of Coley & Associates, Inc., Coley GCS, LLC, and founder of FedMap™– the government contractor accelerator. He is a results-driven executive, and successful entrepreneur who has a deep understanding of the super competitive government contracts marketplace. He has used his understanding, along with his more than 30 years of experience, to help small businesses win over $26 Billion in new contracts. Jack has advised more than 1,000 small and large businesses, spoke at conferences, sat on expert panels, and been quoted in numerous articles. His experience spans a broad range of government agencies and functional areas. He is an Air Force Veteran, received his MBA with Honors from Webster University, and a Bachelor’s with distinction from Wayland Baptist University.

JF Bierlein

JF is a Senior Associate at Coley GCS. JF’s experience ranges over 35 years in the Government marketplace. Prior to joining Coley, JF worked at several large engineering firms in Washington D.C. area where he led proposal development efforts. He has helped Coley’s clients win over $2 billion in contract awards over the past 15 years through strategic opportunity bid analysis and coaching expertise. He has provided one-on-one coaching with small businesses in a variety of industries, including IT, security services, medical staffing, temporary staffing services, business management and consulting services, and many others. JF recently supported the Purdue University’s Defense Manufacturing Extension Partnership Program (DMEP) by advising small businesses ton how to sell to the U.S. Government, particularly DoD. He received his Ma from American University and his BA from Valparaiso University.

Mike Meadows

Mike is the Senior Vice President of Coley & Associates. Mike’s career includes more than 28 years of varied business development, program/project management and product management in both Government and commercial markets. Mike currently leads Coley’s Government Services division overseeing the delivery of innovative solutions that exceed our customers’ expectations on schedule and under budget. He has led the capture of Government contracts and managed over 150 Government contracts and task orders in a variety of industries, including training, staffing, engineering, software development and web development. Mike is certified by the Project Management Institute as a Project Management Professional. Mike received his B.S. in Computer Engineering, from the University of California, San Diego, and M.E. in Engineering Management from the University of Colorado, Boulder.

Bart Bartlett

Mr. Bartlett has over 40 years experience  with a documented track record of capturing $7 Billion in systems integration, logistics, network, healthcare IT and professional services contracts supporting federal agency stakeholders. He is tenacious in capturing business, increasing revenue, securing new customers and forging strong partner relationships. Expert at identifying and qualifying opportunities, strategic capture planning and developing innovative solutions. Skilled developing and implementing strategies to assure future operations are focused on cost-effective project management. Successful leading, managing and motivating competitive teams across widely dispersed geographic areas.

Val Arias

Val is the Director of the Coley Learning Center and FedMAP Program Manager. She has over 10 years’ experience counseling business executives on company expansion opportunities through federal, state, and local government contracting to include assisting in the successful pursuit of complex certifications and registrations required to compete effectively. Her experience comes from previous roles as a PTAC Counselor for the City of San Antonio and as a Contracting and Small Business Professional for the U.S. Air Force support Joint Base San Antonio. She was critical building and supporting Coley’s Federal Accelerator Program during Fiscal Year 2019 where SBA 7(j) grant trainees were awarded over $30M in government contracts awards resulting from the training program. Val received her MBA from the University of the Incarnate Word and her BBA in International Business from St. Edward’s University.

Robert "Smitty" Smith

Robert “Smitty” Smith is a Retired Senior Program Manager and Retired Air Force Officer. As a passionate and accomplished professional, his background is a very diverse and highly successful one. In the military, he performed roles as a Deployment and Mobility Manager, Disaster Preparedness and Response Team Lead, Non-Combatant Evacuation Operations (NEO) Planner and Country Organizer, Military Personnel Flight Section Chief, Flight Chief, Inspector General’s Team Section Lead and Trip Manager, and Command Strategic Planner. Most recently, Smitty has performed several roles for Defense Contractor corporations to include Contract Pursuit, Capture, Operations, Management and Customer Business Development building a rolling $1B opportunity pipeline. He holds a Bachelor of Science Degree from Southern Illinois University and a master’s degree in Computer Resource Management from Webster University.

Ed Duarte

Ed Duarte is the founder and retired CEO of Aztec Consultants; a San Ramon-based General Engineering Contractor and professional construction management company. Founded in 1986, Aztec has specialized in public works, commercial and institutional construction projects.

Mr. Duarte has also served as a mentor to many minority-owned construction contractors throughout Northern California. He has done this under interim contracts with Caltrans, the City of Oakland, the Port of Oakland, and the SBA. He also conducts workshops and seminars in project management, estimating, bidding, and general business operations, throughout Northern California for the Associated Builders & Contractors and various public works agencies.
